As our Program Manager, Bill provides practical solutions oriented to achieve both client satisfaction and regulatory fulfillment within schedule and budget. He has 35 years of domestic and international environmental consulting experience that includes program/project management, environmental compliance, site assessments/investigations, and feasibility studies. His management experience includes leaking UST/AST release investigations, resolving complex soil and groundwater contaminated sites, and conducting environmental assessment/oversight and due diligence, geologic resources and hazard assessments, and geoengineering studies.
Bill has experience working with ADEC, EPA, State of California, Department of Toxic Substances Control and Regional Water Quality Control Boards, and numerous county environmental and health departments and local municipalities. He has experience working with federal, state, and local regulators and landowners to ensure projects are performed in accordance with applicable laws and regulations. He has a field-based foundation with innovative technical acumen to obtain cost-effective and timely solutions. He is a Professional Geologist licensed in Alaska and California with extensive field experience involving multi-media (bedrock, soil, water, air, soil-gas) sample collection and overseeing different drilling methods (hollow-stem auger, mud-rotary, air rotary, direct-push, down-hole casing hammer, dual tube percussion, diamond-bit coring) in urban and remote settings for both private and public sector clients. His roles have included leading and conducting site work involving drilling, excavating, sampling, surveying, mapping, and contaminated media assessment and remediation. He has managed and supported site operations for numerous multi-million-dollar CERCLA remedial investigation/feasibility studies field programs; supervised 20-person drilling and sampling teams; trained prime-contractor field personnel; and provided insight for resolving environmental issues within complex subsurface conditions (multi-contaminant, co-mingled plumes, multi-aquifer).
